Before this Ordinance is examined from a legal point of view, it should be considered whether the principle is admissible. The Land Court was appointed for a definite purpose to hear and determine "all matters in relation to land in the New Territories." This might be extended to cover claims to rents; but that was most clearly not the intention of the Board (see F/13316/00); the Governor's explanations, and the marginal titles show that it was to determine titles to land. When this work was done, its existence was to be fairly terminated. See subsequent Paper.
